Description: I.
JOB DUTY SUMMARY This position performs engineering work including: construction management duties, construction inspection and quality assurance on public works and development projects related to general improvements to public right-of-ways and site engineering.
II.
ESSENTIAL JOB FUNCTIONS Performs, prepares, or responds to drafting, design calculations, technical reports, customer contacts, and fieldwork requests.
Prepares or reviews engineering reports and discusses technical issues by reading and analyzing reports, researching similar documentation, writing summary reports with recommendations, interpreting technical information, and responding to inquiries.
Resolves construction field or office problems by visiting site to understand scope of problem, interpreting construction drawings or specifications, analyzing issues and implications of resolution, and conveying solutions to personnel.
Conducts construction site inspections for compliance with site Storm Water Pollution Prevention Plan.
Provides various construction and private property drainage inspections including documentation to ensure compliance with approved engineering plans, specifications, Village Code, good public works practices and contract provisions.
Assists Public Works Department staff with surveying, drafting, specifications and bidding documents; reviews plans prior to final Department approval.
Communicates with the general public; other city, state, and federal employees; vendors; management; consultants; and contractors regarding different programs such as the Engineering Division design and plan approval process and capital improvement projects.
Understand and interpret plans, specifications, reports, codes and ordinances.
Perform other duties as required or assigned.

BASIC QUALIFICATIONS – EXPERIENCE AND KNOWLEDGE Sound mathematical and technical skills.
Ability to think methodically; to design, plan and manage projects.
Ability to maintain an overview of entire projects while continuing to attend to detailed technicalities.
Excellent verbal and written communication skills.
The ability to read and interpret plans, specifications, reports, codes and ordinances.
The ability to operate surveying equipment.
The ability to review permit applications for compliance with applicable standards.
Thorough knowledge of federal, state, county and other agency regulations for site and public improvements.
The ability to tactfully and firmly deal with contractors, developers and property owners.
Proficient in the use of Microsoft Word and Excel; AutoCAD preferred.
The ability to stake construction projects.
IV.
EDUCATION AND TRAINING Completion of an Associate’s degree in construction engineering, construction management, or related field required.
A minimum of two (2) years’ experience in municipal engineering, including construction inspection experience preferred.
Must have a valid Class B driver’s license (CDL) from the State of Illinois or the ability to obtain one within six (6) months.
Or equivalent combination of education and/or relevant experience.

Work is often performed in office settings.
Outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities.
While performing the duties of this job, the employee occasionally works in outside weather conditions.
The employee occasionally works near moving mechanical parts and in high, precarious places, and is occasionally exposed to cold, wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risks of electrical shock, and vibration.
The noise level in the work environment is usually moderate, at times loud when near operating equipment.
